A completed application must be received by the District Clerk no earlier than thirty (30) days before the vote,
and no later than seven (7) days before the vote if the ballot is to be mailed to the voter, or the day before the
vote if the ballot is to be delivered personally to the voter, The ballot itself must be returned to the District Clerk no later than 5:00 p.m. on Voting Day.
